Anchorage Mayor Suzanne LaFrance’s administration is exploring a ballot proposition to secure sustainable funding for enhanced snow removal services. Municipal Manager Becky Windt Pearson confirmed that the proposition is under consideration, following the mayor’s admission that snow removal challenges won’t be resolved this year.
LaFrance, now 80 days into her term, criticized the snow removal fleet as “systematically underfunded” for 15 years. “Industry best practices recommend replacing or overhauling grader engines after 10,000 hours,” she said. “Seventeen out of 30 graders exceed this threshold.” Vacancies also pose a challenge, with a 30% vacancy rate in maintenance and operations.
LaFrance previously criticized former Mayor Dave Bronson’s snow removal record, labeling it “incompetent.” Windt Pearson emphasized that the administration inherited complex issues, requiring sustainable funding solutions.
Addressing Systemic Challenges
Anchorage Street Maintenance Manager Paul Vanlandingham, with over 20 years of experience, attributed the real problem to abnormal weather patterns. “Even with upgraded graders, 40-inch snowfalls overwhelm our capacity,” he said. “Perhaps we should reassess what constitutes a normal winter.”
To address these challenges, the administration is considering a ballot proposition to fund and order new graders. It is also evaluating incentives to retain staff who operate new graders.
Windt Pearson noted that the current incentive structure, created by the Assembly last year, expires soon. “We’re reviewing wages, benefits, and incentives to ensure competitiveness and staff retention.”
